Explanation of the roster's source and completeness assertion.
- completeness
unknown, partial, or asserted_complete. Assertions are not independently verified.
- scope
Sampling or assignment declaration ID to which completeness applies.
- evidence
Character vector of evidence identifiers supporting the declaration.
